The 29-year-old Cameron David Penner was charged with kidnapping and related serious offences.
The nine-year-old girl was walking home alone around 9:30 p.m. on Sunday before she was forced into a vehicle along Grove Street. The child was reported missing at 9:53 p.m., but at 11:06 p.m. the girl was found safe by her parents in the same area.
