Whitehorse, YT – A Whitehorse city councillor reviewed the recently ended territorial free transit program at Monday’s meeting.
The program, which concluded Sunday, was run by the Yukon government in coordination with the city. From October 2024 to November 2025, the territory purchased 13,000 monthly passes and 22,000 tickets for distribution to nonprofit organizations. The total cost was roughly $1.2 million, though some passes and tickets were returned and the final total is still being calculated.
Coun. Lenore Morris said the program faced early challenges but ultimately proved valuable.
“It ended up being a really valued, appreciated program for the city of Whitehorse, and I hope there will be something again,” said Morris. “We do want people riding transit, and particularly people that don’t have cars.”
City officials noted their role was limited to selling passes to the territory, which handled community distribution.
The newly elected Yukon Party government has indicated it does not plan to renew funding for the program.
